
VPTAC Services
Mission: To support economic development efforts in the region for the retention and creation of jobs by assisting small businesses on how to do business with the public sector.
Eligibility: VPTAC services are available to existing small businesses located in the counties of Brooks, Cameron, Hidalgo, Jim Hogg, Starr, Webb, Willacy, and Zapata. To be considered for program services please complete the brief registration form.
Cost: Counseling and program services are provided at no cost.

- Experienced counseling on how to do business with federal/state/local government agencies
- Assessment of each company's products/services that have reasonable expectation of being procured
- Access to cutting-edge system that profiles each company's product/services for daily electronic alerts on relevant bid opportunities
- Access to our Blueprint/Plan Room complete with high-speed internet access and a range of blueprints from contractors requesting bid proposals
- Assistance in identifying Federal North American Industry Classification System (NAICS) as well as state and local commodity codes
- Information on locating subcontracting opportunities
- Up-to-date leads on area federal/state/local procurement advertised bid opportunities
- Assistance in accessing solicitations, references, specifications, and drawings from federal buying offices
- Thorough market research to identify government agencies or prime contractors who buy your products or services
- Access to hundreds of websites on federal/state/local procurement resources
- Pre and post-award contract assistance
- Valuable information on electronic commerce
- Assistance on small minority, women-owned, and disabled veteran federal certifications
- Assistance on State of Texas Historically Underutilized Business Zone (HUBZone) certification
- Assistance on Federal HUBZone registration*
*Important note: According to recent legislation, small businesses no longer need to be owned by U.S. citizens in order to apply for HUBZone certification. Another change permits a rural county to qualify for HUBZone status if its local unemployment rate is relatively high when compared to either the state's annualized unemployment rate or the national unemployment rate.
